Santo Rico
Santo Rico lies in the north of the Island, and is known by its residents as 'reco.
It is the Island's "crime city", and thus has the dubious pleasure of having both corrupt governors and law enforcement, and very little money in civic coffers. Most of the evacuees from New Vale City were relocated to Santo Rico, as at the time of the accident, the population was relatively low - now the population is too high and the city is too overcrowded.
