Harbor City
Harbor City lies on the mid-east coast of the Island.
It is separated from the west (and the open sea) by a small mountain range down the center of the island. As a result, its weather is rather more clement, albeit wetter, than that of Metro or Santo Rico, and this tends to reflect on the atmosphere and the people.
Harbor is the largest city on the Island, having a major port and healthy trade with the nearby mainland, so is consequently fairly rich. The wealth is very much kept for the wealthy, however, making a stark contrast where some areas of the city opulent, and others impoverished.

Sax's Office
A two-room second floor office set in an unimposing, somewhat decrepit central Harbor brownstone. Lovingly decorated with tobacco stains and exposed brickwork, this place is where Sax lives, even more so than his own apartment. In fact, he probably has forgotten where his apartment is by now anyhow...
Harbor PD
Home to the boys in blue of Harbor City. A non-descript, functional building, housing both uniform and detective forces, and also an impressive underground area of holding cells. Welfare defence cases are dealt with here by pro-bono lawyers in the wing known affectionately as the "Cheap Seats".
Harbor P.D. building is the central hub for a network of several smaller district Precinct offices.
Le Bar Anubis
A jazz bar.
Local and imported beers and spirits, accompanied by live jazz most nights, provided by the bar pianist Reynard Duke, and often guest Jazz musicians of varying caliber. Famous talent previously appearing includes: Count Bison, Dingo Gillespie, Toots Malamute, and others. Once ranked alongside The Blue Note as a focus for Trad Jazz, now little more than a local dive.

City Park
A refreshing swath of green in an otherwise gray city, The Park is an object of intense pride amongst the citizens of Harbor City. It is the most popular place of relaxation for locals and tourists alike, boasting two small lakes, numerous play areas, outdoor activities, as well as its own fairground. An oasis for students, artists and relaxing office workers. However, not a nice place to be at night, as it is also a haven for muggers, vagrants and prostitution. But don't let that put you off!

Momma Belle's Motel
A low-class downtown motel, significant only because Murray was murdered here.
Harbor City Hall of Justice
Where the D.A. struts his stuff. Sax has appeared here several times on various seedy charges....
City Hall
It's a town hall: what more do you need to know? This is where the Mayor and Commissioner go to work each day.
The map shows the south-central area of Harbor - the main administrative district - where this story begins, being the home of Sax's Office. It lies between the main industrial area and port (south-west), the residential district (north-east), the Projects, and City Park, a substantial area of greenery and leisure facilities, of which only part is shown here.
